Incoming Call

When a incoming call comes in from the router to the 100D the call is rejected. The users are just dialing 4 digit extensions to each other.
Scenario:
User A in D.C call extension 4055
User B (4055) doesn't get the call because the Legend rejects it.
What will cause a call coming into a 100D to get rejected?
