Incoming Call Routing / ACD Priority

I heard there was a way that a call routing server can be implemented using a SQL database with customer information stored so that if a customer with a high priority calls into the call center, that customer will be placed in the front of the queue either by CID or a pin number that the customer can enter. Does anyone know how this is implemented?
 
No, but this can be doing using vectors and vector routing tables.
