Incoming Call Route and a POTS line

I’m having an issue in Avaya IP Office with incoming call routes
The call center has 2 phone numbers, one of which is a POTS line.
I have a Time Profile setup for holidays.
I have both numbers configured in Incoming Call Route and they both point to the same destination(s).
However, the POTS line does not switch to holiday mode. The other phone number which is PRI works as expected.
I feel like I know IP Office and Voicemail Pro pretty well but I’m lacking in the line configuration and carrier side of things.
I guess my question is: Would one line being a POTS line have anything to do with this behavior? What should I be checking here?
Any guidance would be greatly appreciated.
 
Do you a a specific incoming and outgoing group ID on the analog line itself, I know with loop lines they can be tricky when putting them out of service and there is a default Line group ID.
 
Likely as salert says. Put the analog line in a different Incoming Line Group, make an Incoming Call Route with the same Line Group and no number/CLI settings.

Stuck in a never ending cycle of file copying.
