incoming call drop and fast busy appears

Please help, I was making a call from my cell phone (or any external phone) and got fast busy. What am I doing wrong? I have cisco 6000 series with call manager and a third party voice over wireless on the infrastructure. The third party voice over wireless checked and checked his end and confirmed all setting are correct. Please advice,
