Incoming call 1/2 ring caller hears "your party is unavailable"

This install is an Avaya Partner r3.1 with a PVM small voicemail card, not on a UPS.
This was a working R3.1 with the same working VM card in it but I added a 308EC via a 2card carrier and it lost its programming.
I replaced the batteries that were dead and leaking so now it saves the programming but it lost some of it when I added the card and carrier.
Incoming calls ring about a 1/2 ring and the caller hears "your party is unvailable ..." and calls aren't available to pickup.
Tried changing ringing to 4 rings in 506 option 1 and they don't use a night button.

Not sure what to try next.

Thanks in advance for any help I can get to get this VM back up and running with auto attendant and selector codes.

#505, hunt group 7, needs ports assigned. They are 78 and 79 for pc small.
