Include Page or HTML

I'm trying to have a cell of a table point to another html file. How do I do this?

I tried ssi and nothing shows up. I tried all the steps outlined in the Dreamweaver manual and I can't get it to work. Is this the way I need to do what I'm trying to do?

For instance, I have a table and in one cell I'm trying to load an html that someone else is going to keep edited. I know this is easy to do in Front Page...but I want to use Dreamweaver...how can I do this?
