Include html in css?

Is it possible to define html code in a css rule so that when a <div> is placed on a page, it automatically inserts things like table structure etc...?

I've inherited a small site that uses tables to layout its header but if anything changes, I have to change it on six pages!
 
You could look into the ":after" pseudo-element, but I don't think it's designed for whole HTML structures to be inserted.

Your best bet is to use server-side includes, if you have them available to you. Otherwise, happy editing!
