include as a class or not?

When designing a system, do the human aspects such as users or staff become a class? they can't be programmed so should they become a class?
 
Users have proprieties, don't they? So a new class should be created.
 
If your requirements dictate that you need to identify a user for authorisation, order tracking, or similar purposes, then you will need a User class. If you just have a web site with public access, then probably not.
