Incident Reporting tool

hi guys

im looking at creating web based Incident Reporting tool but haven't decided weather to use Perl can any one give me same advice on the best programe for this.

basicaly i want the program to do follows
1 client to log problems they have on the system
2 knowlegebase area where cleints log in and search for posible solutions etc

It would depend if you are comfortable using perl. U can use CGI, Javascript, mysql combination to do what you are looking for. I have something similar utilizing modules CGI, DBI & am currently trying to get used to AJAX.
