How can I prevent access to an inbox in Microsoft Outlook?
 
We need a lot more information than that.

What version of Outlook?
Who do you want to deny access to?
What type of access do you want to prevent? Full, read, etc.

We have Outlook 2000, 2003 and 2007.
 
Right now users can go into Outlook and Go to File > Open > Open other User's Folder, then enter a users name and access that users Inbox. I want to be able to add a layer of security that will prevent random users from being able to read/access other users inbox?
 
You need to undo whatever security changes you've made, as by default, users cannot do that. Somewhere, that right has been given to them in your org.

Oddly, enough we did not make any security changes to enable this. I've searched high and low on the internet and discovered several users w/ the same issue and really not a clear cut resolution.
 
Something has made changes. The default behavior is that users have access to their own mailboxes, and none others.

Pat is entirely correct as usual.

You need to check the mailbox security within the AD account.

e.g. The Everyone group usually has a couple of permissions against any account but under NO circumstances should it have Full Mailbox access.

Best bet is to take a normal user account and give us a note of the mailbox permissions for it.
e.g. Self - Full mailbox Access, Everyone - Read properties etc.

We should be able to tell you if anything looks hinky.
