Inbound call issues with Panasonic

Dealing with a Panasonic D308 if i remember correctly.

A customer of mine as a small panasonic phone system with the TVS voice processing box. I did not install it so i don;'t know how it's configured. The customer cutover to Charter Spectrum business for phones and internet within the last 2 months. Charter is running everything through their VOIP service system with an ARRIS brand box to convert the signal to CO trunks. My customer is complaining of inbound calls into their office not going through or losing inbound call service completely. I'm 95% sure this is an issue with Charter, but i was wondering if anyone knows if there are issues with Panasonic system not working correctly with the VOIP setup that carriers are starting to push everyone to?
 
the system will not run sip, so it has to be the voip or arris config

more than likely a firewall issue if problem with inbound calls. check port 5060 is forward to the arris box locked down to carrier ip address

Unfortunately, i don't have that ability. I work for a phone system installer, not the carrier.

Phone signal is coming from the Arris Telephony Cable modem. 2 CO trunks coming from the modem to the phone system. Could there be a conflict with the signaling type that the telephony modem is putting out? Something that the D308 won't interface with? Since the carrier is providing the VOIP signal and then converting it to analog CO, i wasn't sure how much the signal type would vary as compared to bringing the dialtone in over a land line copper feed from the central office.
 
Plug a phone into the router and try it for a few days to prove it is the provider and now the system
