Inbound Bound Router filters

I am trying to setup a inbound filter on a preimeter router to drop and log snmp traffic. This should be udp and tcp 161 and 162. The problem I am having is that Site Manager can still get to the router. Should it not block SM's access? Any ideas?

Have you verified that it is blocking other SNMP?
