I already Tried the following

F903 Inactive Feature Then F983 Inactive Feature .tried to call the pilot port directly and no answers

Try the following;

See if the ports are there in Maint.

Do XFTEST:

F** 938378
266344
First code: test etc.

Delete all codes, turn off Vmail,
Reboot KSU, Reboot Vmail in succession. Then do XFTEST again. It will tell you if codes are active.
