Inaccessible Sites

I recently switched from a cable modem to DSL. Since then I have been unable to access about 4 sites that I use regularly. I have Win 98. I know it's not the DSL itself because I can't access the sites even when I use the dial-up modem in the computer. I have tried re-installing Win 98 and have also done ScanDisk and Defrag. I have an HP computer. This is very frustrating. One site is my bank and one other is one my husband needs for work. Any ideas?

SYMPTOMS
When you click About Internet Explorer on the Help menu, the cipher strength entry may be "0 Bit" and you may be unable to connect to secure Web sites.

Thanks for the input. I received another reply that solved my problem. It was a problem with the hosts file that was missing from my Windows directory. I replaced it and now am fully operational.
