In WAY over my head with a php template

I hope that I am placing this on the correct board.
I am trying to figure this php,SSI,html,shtml thing out and to be frank I'm so confused, I am not even sure what I am asking for help on (LOL).
I have a php page that I am using as a template, I am trying to get all page requests to open in the center table of the template, some will and some won't and I can not figure out why one php function will open in the template page and another will not.
What I am trying to do may not be possible the short of it is I am trying to get everything not pointed to a blank page to open in this table of the template page.
perhaps someone would be good enough to have a look and let me know if what I am tryin to do is possible so I do not waste yet another day !

basicly I would like almost everything to load into this template ( center of page) unless it is told to load in a blank one.

In general, what you are trying to do is, indeed possible.
