in view-toolbars all gray out 1

I have a Winxp and in IE, when going to View-Toolbars, Standard Buttons, Address Bar, Links are all gray out.

Run CWShredder, Pestpatrol, Ad-aware did clean some junk but the options still gray out.
Any thoughts?

There are some spyware variants that can do this. This should provide your solution.
