In use licenses, who is using them?

Is there a way to tell who or what device is using a license at any given time? I currently have 8 connected users but have 12 licenses in use according to license management console.

My guess would be that those are disconnected sessions witch the terminal server holds in case the users log on to the server later on. (It keeps the state of the session). If you reboot the server, they will be gone. On the other hand, it is possible to set an idle timeout for all sessions, so if a user is inactive for a predefined period of time, his session will automatically be logged off the server.
