3 questions

1-There is a very low shshsh sound from the hd that comes and goes. It doesn't sound more that 1 or 2 seconds a time. The hd has about 1500 hours since new. Could it be dying?

2-I just happen to have a new 60.0 GB hard drive. My bios can't detect more than the 32GB limit. If I format the 60.0 GB hd to that limit, will I be able to reformat it to full capacity later when I have an "updated" pc?

3-Why Fat16 or Fat32?

1) They all are dying. Would suspect that you will be annoyed by the sound for a long time yet.

2) Yes. Fdisk and remove partitions then add partitions and format.

3) 2.1 Gb per partition vs 4 Tb. 65535 clusters and 32kb cluster size vs 256*256*256*256 clusters and 4kb cluster size. More storage and less waste. But FAT32 isn't accessable by some earlier operating systems so you lose some recovery options. Ed Fair
