In /etc/passwd some users have * and some have encrypted is that C2?

Can you use C2 security on selected accounts with in the /etc/passwd file or is it all or nothing?
 
If there are "mixed" fields, meaning some have * but most have an encrypted password in /etc/passwd, this is not using C2 and in this form, the * means that the user account is disabled/not valid for login.
