Can anyone tell me if you use the ? in a exam do you get penalised?

Do you mean if you use the ? in the CLI of an exam simulation? i.e. something like 'show ip ?'

If that's what you mean then absolutely not. You will not lose points.

sometimes the ? command doesn't work fully

This is very correct...know the commands... I did the into exan and had 3 sims... 2 sims it work 1 it did not...
