IMS Size Limit Bug 2

I have a strange problem I hope someone here has seen before.
I keep getting a size limitation when I sent attachemnts of more than 5Megs. I have checked both the MTA and the IMS and both are set to at least 10Megs. I have been googling this issue all day and the best I can find is that there are others out there with the same problems but no answers. Any ideas?

The error message reads:

The content length of the message is too long for the recipient to take delivery
The MTS-ID of the original message is: xxxxxx
MSEXCH:IMS:Company/server details 3552 (000B09AA) 5744922 bytes exceeds server limit of 5242880


I thought the problem was maybe with the recipient but I have done numerous tests and have pretty much eliminated this.

Maybe you already did, but did you restart the Exchange Services, or reboot the server?
5.5 was a bit perticular for changes not reflecting immediately.

I sure did - more than once just incase....you know!
But still no luck. Any other ideas?

I have been locking in the registry to see if I can tell if the registry gets changed wne I make the change in Exchange Administrator but I cant find the key anywhere. Anybody know where this entry is??

Thanks Marc, I really appreciate the help. As it turns out though the problem was with the upstream mail relay (outside of my control) that we have to pass through (looong story)
The confusing part was the error message appeared to come from my Exchange server.

The failure message comes from Exchange because email is 'store and forward'. Exchange attempts to transmit the message to the upstream relay server, and if at any point before successful transmission of the entire message the rceiving server rejects the transmission (in this case becase of maximum size exceeded) it is the rsponsibility of the last server that stored the message (Exchange) to issue the NDR.
