Found this undoccumented change in 2.1 IMS, Thanks AVAYA

IMS Database is now built into IMS Gateway.

Just spent 3 hours wondering why I could not get the IMS Database service to install. One phone call to AVAYA, ahh mate thats changed in 2.1, I went off, they will be released a tech bull soon.
