IMS and forwarding WAV's

Here's one for you guys....
I have a customer with an IPO412 3.0 and IMS. All 150+ users are using the IMS. I have the IMS set to not send the wav file. Now a few people want to have the ability to forward an IMS voicemail to someone outside the building. Kind of like if using SMTP out of the box. Now I know that we are only sending notification of vmail to exchange, but can I change per user? Why can't it pull the file from IMS and send it as a wav file to an outside recipient?
