Impromptu v7.4.3042.0 fails to install

I used the "Add/Remove" function to remove the previous copy of Impromptu v7.0.809 and restarted the computer. I then tried to install from the link sent me from my application vendor. I keep receiving the message that: “Setup cannot continue because an outstanding reboot is required. Please reboot your computer and try again”. I have rebooted several times and it still keep giving me the same message. Please help anyone!! I am going crazy!!!
