Impromptu 7.3 on XP keeps wanting to install when app opened

I have a user here who, after installing Impromptu 7.3 on an XP system, whenever they try to open the App, it starts to run through the installation process again....

After it does this again, and you reopen it and it appears to be fine.

Any idea what might be causing this?

By the way...it happens every time he restarts his PC....each morning....

looks like a bad msi, sms or other packaging tool they used to install the software..
