Importing VB ActiveX into D2007

I have a third party OCX that was created in VB.
I use Import Component, ActiveX Control and check Create Wrappers.

The TLB that is generated does not include the wrappers I expect and there is no Register code.

I am creating a bpl and then installing it in the IDE (Install Components). Of course there is no entry in the tool palette.

Anyone have some thoughts or perhaps have had a similar experience?
