Importing pictures that go completely out of scale

Occasionally when I try to place a picture in a box the picture, for some reason, seems to shrink to about a quarter of its actual size within the box. For example a picture, say 600x300, is placed in a 400x200 frame and ends up perhaps only 100x50. When I tell it to 'fit content to frame' the picture blows up and looks blocky and pixellated.

Suggestions?

It's all about the resolution the file is saved with. Pixels-by-pixels is one thing, but how many of those pixels (or dots) there are per inch is the resolution. If a given graphic -- let's say it's 600 x 300 pixels in size -- is saved at 100dpi then it will be 6" wide and 3" tall. If the same file is saved at 300dpi then it will be 2" wide and 1" tall. By default ID is going to import it at it's full, saved resolution, so the file's physical dimensions will be based on that dpi.
