Importing PDF into InDesign CS5; Sizing the underlying page

I have a 10-page book in PDF that I'd like to import into InDesign (and then export to ePub).

As part of the effort, I'd like to create a custom "document preset" (page format) that I can use repeatedly.

I'd like the underlying InDesign page to be the same size as the imported PDF page.

But I'm flailing. I've tried both creating the appropriate page size with the New Document dialog box as well as resizing the page on the fly using the Document Setup menu.

The problem is the imported PDF page itself often changes size when I adjust the size of the underlying page. That behavior doesn't make sense to me.

I tried creating test files with Acrobat 9.0, but they also "resize themselves" when I change the size of the page.

I've also tried using EPS instead of PDF files, but the result is the same.

How do I "lock" the size of the imported PDF image?
