importing messages in outlook express

I am having difficulty importing messages from outlook express into outlook express on different computers. Same version of Office but different operating systems.Win98 to WinXP. It gives me an error saying that the files you are trying to import are currently being used by another program. I have exported the files off the Win98 computer onto the WinXP machine but no luck. I have done this countless times before on Win98 machines. Is there something with the different operating systems? Thanks in advance:)
