Importing local user accounts from NT4 to WIN2K

I am replacing a NT4 server with a WIN2K server. How can I get all the local user accounts/permissions from the nt box to the WIN2K box. I can not upgrade. The hardware is being redone also. Thanks

Install a NT4 BDC on your new server,
then promote it to PDC
Take your OLD BDC offline, and upgrade your NT4 PDC (new server) to WIn2K Peter Van Eeckhoutte
