I want to use the same type of navigational element being used at What is the best way to import the whole site and rip out what is there's and change things around.
 
You've answered your own question:

What is the best way to import the whole site and rip out what is there's and change things around.

The answer is to copy a page you like with all CSS and images, etc, and rip out what you don't want.
