Importing data into Unix with Exceed

I am importing data via Exceed using a keyboard emulator which key strokes the data into HP Unix. The issue I have is to determine when the system is busy and can't accept any more data. Does anyone know how to determine when Unix is in a wait state I assume this happens when you get the hour glass on the screen. Is there some sort of IP Packet that would tell me this condition?
