import utility not working in access 2003 under windows 7

Has anyone got knowledge of how this occurs and if so how to correct.

I've tried looking around security and macros.

We had a problem importing from an .accdb on our network. Solved by adding the location in the Trust Center. Also the user needs rights to the location.
