import Outlook 2000 mailbox to express XP

OE6 does import from Outlook. File | Import | Messages.
I think Outlook has to be installed - you can install Outlook 98 to XP and it should work (we have several machines at work with this arrangement).
But if you go to all that trouble, why use Outlook Express at all (unless you need Usenet newsgroups)?
