Simplest way is to create an instance of the prodn database and make it into a dev database.
You can buy a utility at globalcents.com which among other lot nice things has this ability too.
if you bought directory svcs and are using it to import users frm an AD/LDAP then you could tie this instance using the same queries.But there isn't going to be groups/permissions coming over correctly between the instances unless you manually replicated it.

bear in mind that when the users are created they may not have the same id as they did in the system you got them from, while this may not appear to be an issue as they can still login and add content etc it will affect existing things where the ID is used in the DB for example Object Ownership, permissions, audit etc.
If you are just looking to bulk create users in a new system then AppNairs suggestions or some simple LAPI will do the trick.
