import favorites and contacts saved in HTM format to outlook2000

Recently my company hired a new attorney. He was told to save his address book information and his favorites in htm format by someone at his old office. How do I import the htm files into outlook 2000?
 
Favorites as in IE favorites should be in HTML format. IE favorites are the same in the browser and outlook. Just copy the favorites folder to his new user profile location. In Win2k the location is C:\Documents and Settings\"username"\Favorites

The contacts in HTML format seem strange. Usually as I am sure you know it is a .pst file. Are the contacts listed as individual files? I know of some third party software that will export/import contacts to HTML. Exporting to HTML is not a support function of Outlook 2000 as far as I know
