Import/Export CSV and PST files

I want to import and export to/from outlook programmatically. Is it possible to
use Outlook COM Object Library to do this? (Reading and writing PST and CSV)
files.

There is no problem with CSV files anyway, since it is a text file. But I have no
idea about reading/writing PST files which are binary. So I am considering using
Outlook Components to do this.
