Import Excel Data into SQL Server Table

Hello,

I am working on a project to convert all DTS packages to stored procedures in SQL Server 2000. I have one where it is loading an Excel spreadsheet (starting at row 4) into a table. BULK INSERT will not work for Excel. Any suggestions? SSIS is not an option. Can a job step save the .xls file to a .csv file?
