I have several databases/users that I backup or restore by using import and export. I'm having problems with one user. I can export and import his data to himself but I cannot import this data to another user. When I try I get "Import - 00010 not a valid export file: header failed validation" and the import terminates without doing anything. I have other DB's and users all running the same version on the same machine. I have tried the export via batch, interactive and command line with the same results. My guess is there is some system table that isn't happy that's causing this but I have no idea where to look or how to fix it. Any help is deeply appreciated.

Import error 00010 -invalid export file

If you are very sure that your DBs are of the same versions, then this could be a bug. Otherwise, perform the export using the export utility of the DB where you will be importing data.
Check also privs for the user receiving the import.
