Import a picture into Rhino

I have tried
insert,import
but I can't
There must be a way to do this.

Are ther other programs that has this feature where I can use my pictures in the program.
Or do I have to start from scratch all the time or alter work that was previously made.

What I need is a forum that specializes in Rhino 3d.
I tried the internet .
But it doesn't look like there is action there
