Immediate disconnect when using an IVR going to an External Destination.

I am having an issue with transferring in a IPOCC Task Flow with an IVR to an external destination as a short code on Voicemail Pro when my task has an IVR in the call flow. When I go right to the external destination in the same task flow it work as expected. When it goes through an IVR for option selection it goes to the correct option but the call drops after 1 second on the the remote side but the call stays connected on the originating side. I also tested to a direct extension and it does the same thing. I have locked down the codec on the both the SIP extension and the system to the same codec, so it is not a codec issue that I can see. Has anyone run into this issue or have an idea what is causing this?
