imjpmig.exe process in 2003 server 100% CPU ussage

When I am logging on the 2003 server using TS I see the imjpmig.exe process is running and tooks 50% of the cpu usage. Does any one knows why uses 50% of the cpu usage. I disable this process from the start up but this is not a solution because I need to have those Chinese-Japanese languages available.

Path for the file C:\WINDOWS\ime\imjp8_1\imjpmig.exe
