The easiest way I know of is to hook a microphone up to a telephone and record the voice as it comes through.
We tried a bunch of different ways to make a voice sound like it was coming through a walkie talkie and finally, in frustration, strapped a walkie-talkie to the microphone and spoke through it. Sounded great!
You might find sound-editing software that can downsample and clip the frequencies sufficiently to duplicate the effect of a phone, too.
