IMG Package Installation

I am trying to get the img1.3 package installed on my Linux box. We followed all the instructions given with the package but still nothing works.

We can get .gif files to appear but nothing else.

Can anyone give a step by step guide to installing packages? I know I need to do a couple of things in Linux and then a couple of things in Tcl /Tk to get things to work but I have never gotten a clear description on what to do.
