img map inside link

For some reason IE will not accept nested links sorta
like:

<a href=&quot;javascript:void(0)&quot;>

<img src=&quot;menu.jpg&quot; usemap=&quot;#map&quot;>

</a>

So this is meant to pop up and function like a menu, only IE will not read the links provided by the image map? This is very annoying. I could try it without the link I guess.
