IMCEXT [Internet ail Service Extension] Installation Problems

I have IMCEXT.DLL and am trying to install it on exchange... but when I run regsvr32 imcext.dll like the technet document says I get an error which gives the dll name and then the error code 0x000045a.

I have another method of installing the file which involves creatng registry entries.

Will the second method work or why is the first screwing up.
