I did this for a large grocery chain several years ago (In Micro Focus COBOL on OS/2). Do you have a code 39 font, or do you need to generate the barcodes with graphics? I have a program that generates code 39 using graphics on an HP PCL printer. I could probably convert it to postscript, although my postscript books may be in storage and it would then take me a few days to get them out.
I have a solution for EPSON-Line-Printer or Printer, who works in EPSON-Mode. It is very easy, to print Barcode. The program create a short escape-sequence for send to the printer. You can get the code, if you want.
