IMAP4 and public folder subscription

I have an Exchange 2003 server and I never used it for IMAP4 as yet.
I have started the service and created a test account, however I noticed that the user I created can easily subscribe to public folders that he is not supposed to have permissions for.

When I logon using OWA and I click on the public folders, the folders are not visible, therefore how come this user can browse the public folders tru the IMAP4 folder subscriptions?

Can anyone help? Thanks!
