images not showing

Hello,
I use publisher to publish a newsletter to a web page. I am currently using office 2007 to publish. everything works fine.
I am trying to let someone else take over the publishing of the newsletter. this person is using office 2003. she publishes everything fine, but when the newly published file is open in a browser, the images are not being found. they are showing up as red x's.
does anyone have any idea why this might be happening?

Just as an FYI - I figured out the problem here was. Instead of publishing the file, she was just saving it and uploading it to the web site.
