Image size property in Netscape

We have a web application that includes a menu on each page. Between the included menu and the content of the page we have a spacing image that has a shadow effect. the problem is that every page is a different size so the shadow image needs to be stretched to 100% which works fine in IE but in Netscape it is a no go. Any ideas on why this is happening and a solution?
 
Dont think that will work. The layout of the page requires it to be exact in its placement. Also I neglected to mention an important issue in my first post. This is only happening in Netscape 4. Anything above that is fine.
 
it seems to work ok in Netscape 4.07, i specified an image height=100% and width=10px and it seemed to be ok??? It kept reloading the page but it did work
